A public hearing date was set for development fee increases at the next regular Council meeting on March 10th at 6:30 pm.

A public hearing was also set for the Spirit Lake Urban Renewal at the regular Council meeting on April 14th at 6:30 pm

Tiffany Gallimore has been appointed to a 5 year term with Spirit Lake Urban Renewal

Mayor Clary requested to remove Chris Tucker from the Planning and Zoning Commission for cause for conduct detrimental to the City; A roll call vote was taken all voting aye. Mayor Clary re-appointed Jon DeBernardi and Becki Gaddum to the Planning and Zoning .

Maine Street between 3rd and 4th Avenues will be closed on February 22, from 10 am to 4 pm, for Winterfest.

A request to use of Fireside Park on April 25, May 16, June 20, July 11 and August 15 from 9 am to 2 pm for model boat racing.

Winterfest is on February 22nd, a self-defense class will be held on February 25 for women 16 and older, 5th & 6th grade basketball is in session, youth volleyball sign-ups are in progress, as well as spring soccer and adult volleyball.

The police department is working on a movie night, hoping for June 26th. And working on a grant for the School Resource Officer for fatal vision goggles, which show the user how it feels to be intoxicated.

February 10, 2015

6:30 PM

Mayor Clary called the meeting to order.  Roll call was taken with Councilmembers Autumn Massender, Gary Ventress, Diane Berg and Joy Porter present.   Roll call was followed by the pledge of allegiance.

The minutes of the regular meeting on January 13th and special meeting on January 20th were approved in a motion by Councilmember Porter, second by Councilmember Berg and a vote of aye by all.

Accounts payable and the financial statement were reviewed by Council.  Councilmember Porter motioned to approve, second by Councilmember Ventress.  A roll call vote was taken with Councilmembers Massender, Ventress, Berg and Porter all voting aye.

Councilmember Ventress motioned to enter the public hearing for the Dalsgaard Variance, second by Councilmember Massender and a vote of aye by all.  No public signed in to comment.  Council and Mr. Dalsgaard discussion ensued.  Councilmember Ventress motioned to close the public hearing, second by Councilmember Berg and a vote of aye by all.  Councilmember Berg motioned to approve the variance request by Mr. Dalsgaard to enlarge his building and allow the five foot side yard set-back, second by Councilmember Ventress.  A roll call vote was taken with Councilmembers Massender, Ventress, Berg and Porter all voting aye.

Councilmember Porter moved to set a public hearing for the Spirit Lake Urban Renewal Agency extension and amendment at the regular Council meeting on April 14th at 6:30 pm, second by Councilmember Berg and a vote of aye by all.

Mayor Clary re-appointed Tiffany Gallimore to a 5 year term with Spirit Lake Urban Renewal Agency; Councilmember Porter moved to approve, second by Councilmember Berg and a vote of aye by all.

Carrie Miller did not appear to speak to Council regarding the parking hours on Maine Street; request dismissed.

Spirit Lake Parks & Recreation Director Jodi Johnson requested closure of Maine Street between 3rd and 4th Avenues on February 22, from 10 am to 4 pm, for Winterfest.  Councilmember Porter moved to approve, second by Councilmember Massender and a vote of aye by all.

Ken Olson, of Inland Northwest Model Boat Club, requested use of Fireside Park on April 25, May 16, June 20, July 11 and August 15 from 9 am to 2 pm for model boat racing.  Councilmember Ventress motioned to approve, second by Councilmember Massender and a vote of aye by all.

The Parks and Recreation report was presented by Director Jodi Johnson.  Winterfest is on February 22nd, a self-defense class will be held on February 25 for women 16 and older, 5th & 6th grade basketball is in session, youth volleyball sign-ups are in progress, as well as spring soccer and adult volleyball.

Chief Hutcheson presented the police report.  The police department is working on a movie night, hoping for June 26th.  Officer Marshall will be helping with the self-defense class.  Heather is working on a grant for the School Resource Officer for fatal vision goggles, which show the user how it feels to be intoxicated.

Councilmember Ventress moved to adjourn the meeting, seconded by Councilmember Berg and a vote of aye by all.
